Article 1. Name & Jurisdiction |
| 1. |
The name of this organization shall be the Asian Taekwondo Union. (For abbreviation, ATU) |
| 2. |
The Jurisdiction of the ATU shall comprise all nations in the Asian continent. |
|
|
Article 2. Purposes & Objectives |
The purpose of organizing the Union is to propagate and standardize taekwondo along with taekwondoship, throughout the Asian continent and its main operational objects are as follows.
¡ØTaekwondoship is to make a man widely useful and helpful for all mankind through taekwondo learning and practice.

| 1. |
To represent, defend and promote the interests of all nations in the Asian continent for the benefits of taekwondo. |
| 2. |
To deal with all aspects of taekwondo in the Asian continent on the bases of the international level. |
| 3. |
To organize and coordinate the Asian Taekwondo Championships the Asian Junior Taekwondo Championships and the Asian Taekwondo Clubs Championships on a biennial basis. |
| 4. |
To cooperate and interchange ideas with other sports governing bodies and with all organizations or individuals interested in taekwondo in the Asian continent. |
| 5. |
To support and carry out all rules and regulations of the World Taekwondo Federation within the Asian continent. |
| 6. |
To maintain and preserve taekwondo activities regulated by the ATU. |

Article 3. Organization and membership |
|
| 1. |
The ATU membership shall consist of National Taekwondo Associations in the Asian continent, provided that they have affiliated to the membership of the World Taekwondo Federation and have been recognized as its member. |
| 2. |
Admittance into the ATU shall require the approval of the Executive Council and the General Assembly of the ATU. |
| 3. |
The ATU at its Executive Council meeting and General Assembly shall approve its membership to only National Association from each nation or self-governing territory which has been officially recognized by the World Taekwondo Federation as its member. No other organization or more than two National Associations in a country of self-governing territory shall be allowed to join the membership of the ATU, accordingly. |
| 4. |
All the member nations shall be equal before the ¡°Rules and Regulations¡± and shall be free from political, religious, racial or any other forms of prejudices. |
| 5. |
Any member National Association may withdraw its membership from the ATU. |

Article 4. Membership Fee |
|
| 1. |
An entrance fee of US$200 shall be paid when admitted into the ATU. Annual dues of US$200 shall be payable before the end of January, each year. The payment of fees may be waived or decreased following the resolution of the Executive Council. |
| 2. |
Failure to pay membership fee may cause the suspension of membership and disqualification to participate in all meetings and activities that are promoted by the ATU. |

Article 5. Finance |
|
| 1. |
The ATU shall be financed by the following incomes: |
|
1) Membership fee
2) Operation income
3) Donations and subsidies
4) Other income
|
|
| 2. |
fiscal year of the ATU shall be every two years. The fiscal year will start on January 1st of the beginning year. |
|
|
Article 6. General Assembly |
|
| 1. |
The General Assembly shall be held every two years. The General Assembly meeting shall be held on the occasion of the Asian Taekwondo Championships at the same location. The General Assembly meetings shall be convened even during the year when no Asian Taekwondo Championships are held. In case there are no volunteers to host this meeting, the member nation where the ATU headquarter is located, shall host the meeting. |

The duties of the General Assembly shall be included: |
|
1) Election of officials.
2) Amendment to the Rules and Regulations.
3) Approval of the financial report and budget proposal.
4) Approval of the operational reports and projects.
5)Selection of the host country to organize the Asian Taekwondo Championships, the Asian Junior Taekwondo Championships, the Asian Clubs Championships and other championships.
6) Selection of the date and site for the next General Assembly meeting.
7) Other matters.

| 3. |
Each member National Association shall have a right of voter at the General Assembly. The decisions of the General Assembly shall be fixed.
Each member of National Association may dispatch two (2) representatives to the General Assembly, one(1) of which shall be the voting representative. A National Association on provisional status shall have only one(1) with non-voting representative.
Only the voting representative shall be allowed to vote and speak at the General Assembly. All the representatives shall submit their credentials duly signed by the president of the pertinent National Association that he / she represents to the ATU secretariat.

The General Assembly meeting shall be comprised of the members of the Executive Council and representatives of each member National Association. |
| 5. |
The members of the Executive Council or representatives of member nations who cannot attend the General Assembly meeting may appoint a proxy with written approval. |
| 6. |
A quorum for the conduct of the General Assembly meeting or other meetings held by the ATU shall consist of no less than one-third(1/3) of all members that comprise the meeting. A simple majority of members present and voting is required for passage of resolutions and other decisions with the exception of Article 15. |
|
1) Voting at the General Assembly shall be conducted by open ballot in principle. However, if one or more representatives request for a secret ballot, the General Assembly shall vote on this matter. If a simple majority supports secret balloting, then the voting shall proceed by secret ballot. If the majority does not agree, then the voting shall remain open. In the event of an election, the voting shall proceed by secret ballot.
2) Each delegate shall bring along his / her passport, along with credentials signed by the President of the pertinent National Association that he / she represents.
3) The Presidents of member National Association, in principle, are obliged to attend the General Assembly as representatives of their National Taekwondo Associations. When they are unable to do so, they may assign a proxy to attend the meeting on their behalf. In this case, however, they are required to inform the ATU about the proxy in writing.
4) The proxy must be a member of the pertinent National Association and a nationality of the country in which the association is located. The proxy shall bring along his / her passport, along with credentials signed by the President of the pertinent National Association.
5) Selection of the host country to organize the Asian Taekwondo Championships, the Asian Junior Taekwondo Championships, the Asian Taekwondo Clubs Championships and other championships

| 7. |
The Chairman has the deciding vote in case of a tie. |
| 8. |
The minutes of General Assembly meeting and/or any other meetings held by the ATU shall be distributed to each member no later than two (2) months after the meeting. |
|
|
Article 7. Extraordinary General Assembly |
|
| 1. |
An extraordinary General Assembly shall be summoned whenever deemed necessary, for the following reasons: |
|
1) At the request of more than one-third(1/3) of the Executive Council members with clear reasons for the summons.
2) At the request of more than one-third(1/3) of the member National Associations with clear reasons for the summons.
|
| 2. |
The time, date, place and agenda of any Extraordinary General Assembly meeting shall be designated by the President within three months from the date the request is received. |
|
|
Article 8. Officials |
|
| 1. |
The following officials shall be either elected or appointed at the ATU: |
|
1) One(1) president
2) No more than six(6) Vice-Presidents including one (1) senior vice-president
3) Fifteen(15) Executive Council members
4) Two(2) auditors(Treasurer) |
| 2. |
The officials shall be either elected or appointed as individuals and not as representatives of member National Association. Accordingly in case a member resigns, the post shall not necessarily be filled by another individual of the same nationality. The election for officials shall be held in the Executive Council meeting. The term of office for the newly elected officials will be continued remaining unserved period of his / her predecessor. |
| 3. |
Officials are eligible for re-election whether or not they are still the Executive Board member of the member National Associations. |
| 4. |
The term of office of all officials is four(4) years. |
| 5. |
The person who is elected as an official of a member National Association, to which he/she belongs, shall submit a written statement confirming that he will extend every cooperation to the Executive Council. The written statement shall also confirm on that member National Association will be responsible for his/her travel expenses and other expenses of the officials for the meeting |
| 6. |
Only the Executive Board members of the member National Associations can be nominated as candidates for the ATU officials, including the presidency with the recommendation of the pertinent National Associations. The candidates are also required to present a letter of recommendation from their NOC or, in its absence, its highest National Sports Authority verifying that they are Executive Board members of their National Associations.
The application documents for the candidature should arrive at the ATU Secretariat three(3) months before the election date. The National Associations to which the candidates belong are required to submit a letter guaranteeing that they would cover all the expenses needed for their attendance at the official ATU meetings. Incumbent officials seeking re-election are exempted from the above mentioned requirements.

After the deadline for the candidature application, the ad-hoc Election Committee of the ATU, composing of members of five(5) or less, will be established by the President at the request of the Secretary General for the screening of the candidate and proper election procedures, in accordance with the ATU Rules. The final list of the candidatures for election, as screened by the Election Committee, shall be circulated to all member National Associations by no later than one(1) month before the General Assembly. |

Among the candidates on the final list, those found to have damaged the reputation and image of the ATU by conducting smear campaigns against other candidate with printed materials or malicious remarks shall face disciplinary actions, such as disqualification of their candidacies, pending the investigation and decision of the Election Committee. |
| 9. |
There shall be a separate by-laws for the election. |

Article 9. President |
|
| 1. |
. The General Assembly elects, by secret ballot, a President from among its members for a term of four (4) years. A simple majority is required for election of the ATU President. The duties of the President are: |
|
1) The President shall lead and represent the ATU as the chief executive official.
2) The President shall concurrently serve in General Assembly meeting and the Executive Council meeting as chairman.
3) The President shall appoint three(3) Vice-Presidents, seven(7) Executive Council Members and a Senior Vice-President among the six(6) Vice-Presidents.
4) The President shall appoint one Secretary General for the ATU Secretariat.
5) The President shall appoint the chairman and members of the committees.

| 2. |
The duties of Vice-president are as follows: |
|
1) The Vice-presidents shall assist the President. In case the President finds himself unable to perform his duty, he shall appoint one proxy among the Vice-presidents. However, if the President has not appointed a proxy, the senior Vice-president shall act as his proxy.
2) The Vice-presidents shall concurrently serve in the Executive Council and the General Assembly as the Vice-Chairman. |

Article 10. Secretary General |
|
| 1. |
The Secretary General shall plan, perform and manage Secretariat affairs regarding the organization and operations of the ATU as well as other general affairs. |
| 2. |
The Secretary General shall submit a report to the General Assembly on the activities of the Secretariat. |
|
|
Article 11. The Duties of the Executive Council Members and Auditors |
|
| 1. |
The Executive Council members shall attend the Executive Council meeting and decide upon the matters mentioned in the Article 12. |
| 2. |
The auditors shall conduct an audit on the status of ATU properties, operations, and the management of the Executive Council and the Secretariat. |
| 3. |
The auditor shall submit a report on the audit to the General Assembly and the Executive Council, and shall request to correct, if any, illegal and unjustified practices found during the audit. |

|
Article 12. Executive Council |
|
| 1. |
The Executive Council shall consist of the President, Senior Vice-President, Vice-presidents, Secretary General and other Executive Council members. |
| 2. |
The Executive Council shall decide on: |
|
1) Planning and management of the ATU organization and its operations.
2) Budget and financial reports.
3) Proposed amendments to the Rules and Regulations.
4)Formulation of drafts amendments, and repeal of the Rules and Regulations and the bylaws
5) Agenda of the General Assembly meeting
6) Matters referred to the Executive Council from the General Assembly meeting.
7) Other matters under its responsibility as laid down by the Rules and Regulations.

| 3. |
The Executive Council meeting shall be summoned by the President before or after the opening of the General Assembly meeting or Extraordinary General Assembly meeting. However, the President may summon the Executive Council meeting whenever it is deemed necessary. |
| 4. |
In case matters occur that require urgent resolution of the Executive Council, the President may put it on paper ballot without summoning an Executive Council meeting. |
|
|
Article 13. ATU Advisors (NEW) |
|
| 1. |
The President may appoint advisors or special assistants if any to seek advice and consultations on matters of importance. |
|
|
Article 14. ATU Committee |
|
| 1. |
The ATU Executive Council shall constitute the following standing committee as auxiliary apparatuses: |
|
1) Technical Committee
2) Games Committee
3) Referee Committee
4) Public Relations Committee
5) Education Committee
6) Finance Committee
7) Medical Committee
8) Collegiate Committee
9) Junior Committee
10) Sports-for-All Committee
11) Reward and Punishment Committee
12) Women¡®s Committee
13) Athletes Committee

| 2. |
A special sub-committee may be appointed under each standing committee, if deemed necessary. |
| 3. |
Each Committee shall consist of a chairman and less than thirty(30) members, to be appointed by the President. |
| 4. |
The chairman of each Committee shall summon a Committee meeting when the President or the Executive Council requests its consultation. |

|
Article 15. Amendments to the ATU Rules&Regulations. |
|
| The amendment of the ATU Rules& Regulations shall be proposed with the resolution of the ATU Executive Council or by the proposal of more than one-third (1/3) of the total number of member nations with voting rights. The proposed amendment shall be accomplished by a two-third (2/3) majority vote. |
|
|
Article 16. The President's Emergency Measures |
|
| In the case disputes occur over matters not specified in the ATU Rules& Regulations, or the matter that requires urgent solution during the period between two General Assemblies, the President may take emergency measures subject to later submission to and approval at the next ATU Executive Council meeting and General Assembly. |
|
|
[Supplementary Provision] |
|
| 1. |
All matters not included in the above ATU¡¯s Rules and Regulations will follow the WTF Rules and Regulations. |
| 2. |
This ATU Rules and Regulations will be adapted as soon as it is passed in the extraordinary general meeting in August 21, 2007. |
